EACcertification of cables

Prior to the export of cables, wires and cords to Russia, Kazakhstan and the Eurasian Economic Union their conformity with the local requirements has to be attested. Different technical regulations come into effect in this case:

Which regulation the cable is subject to depends on where it is used and for which voltage it is intended.

GOST Certification for Russia

According to the federal law the conformity assessment takes place in the form of a GOST R certification or GOST R declaration.

The following cables are subject to GOST R certification:

  • uninsulated contact wires made of copper
  • heating cables
  • power cables at a voltage of more than 1 kV.

A GOST R declaration is required for:

  • power cables with plastic or paper insulation at a voltage of more than 1 kV (but less than 35kV).

Cables, certified according to GOST R standards, can solely be used in Russia.

Certification of cables in Belarus

The requirements for power cables with voltage above 1000V are stipulated in the Decree of the Council of Ministers of the Republic of Belarus No. 849 "On Some Issues of Conformity Assessment in the National System of Confirmation of Conformity of the Republic of Belarus" of October 21, 2016.

Cables with voltage about 1000 V are subject to a mandatory proof of conformity assessment in form of a declaration according to the following norms:

  • GOST 18410 (paragraph 1.2, subparagraph 2.2.1-2.2.4, 2.2.7-2.2.9, 2.2.11-2.2.15, 2.3.1-2.3.7, 2.4.1, 2.5.1, paragraph 2.6, 5.1-5.4)
  • GOST 24334 (paragraph 1.2, subparagraph 2.2.1-2.2.4, 2.2.4a, 2.2.4b, 2.2.5, 2.2.6, 2.2.8-2.2.11, 2.3.1-2.3.4, 2.4.1-2.4.5, 2.5.9-2.5.11, 6.1.16.1.6)
  • STB IEC 60502-1-2012 (part 4-13, paragraph 15.2, 15.3, 16.4.-16.7, 17.1-17.3, 18.3-18.7, 18.9, 18.14)
  • STB IEC 60502-2-2012 (parts 4–14, paragraph 16.2–16.4, 17.4–17.7, 17.9, subparagraph 18.1.3–18.1.6, 18.1.8, 18.1.9, 18.2.1–18.2.3, paragraph 19.3–19.9, 19.14)
  • GOST 31996-2012 (subparagraph 5.2.1.3–5.2.1.11, 5.2.1.13–5.2.1.17, 5.2.2.1–5.2.2.2, 5.2.2.5, 5.2.2.6, 5.2.3, 5.2.5.1 (table 11 paragraph 1, 2, 4, 5), 5.2.5.2 (table 12 paragraph 1, 2, 4, 6), 5.2.5.4, 5.2.7.1–5.2.7.3, paragraph 6.3)
  • GOST 26445-85 (subparagraph 2.4.2, 2.4.4, 2.4.7–2.4.9, 2.5.1–2.5.3, 2.6.2, 2.7.7)

On request of the applicant the declaration can be replaced by the certification.

For other cables the terms of the following regulations hold:

EAC marking

The technical regulation TR CU 004/2011 On safety of low-voltage equipment only intends a compulsory EAC certification for cables. Cables, wires and cords with a voltage from 50 up to 1000 V for alternating current and from 75 up to 1500 V for direct current, z.B.:

  • insulated cables, wires and cords with a diameter of not more than 0,51 mm and a voltage of not more than 80 V
  • other insulated cables, wires and cords with a diameter of more than 0,51 mm
  • cables, wires and cords with a voltage of more than 80 V but less than 1000 V
  • cables, wires and cords with a voltage of more than 1000 V

Schemes of EAC certification

Procedure Descritpion
1C is intended for series production. The EAC certificate is issued for max. 5 years. The samples are tested and a manufacturing audit is carried out. On the basis of test protocols, examination of technical documentation and results of the audit, the EAC certificate is issued.

An inspection control has to be carried out every year.
3C is intended for a batch delivery. In this scheme samples are also to be tested.
4C is intended for a single delivery. In this scheme samples are also to be tested.

Schemes of EAC declaration

All cables up to 500 V and fiber optic cables are subject to the compulsory EAC Declaration according to the technical regulation TR EAEU 037/2016 On restriction of the use of certain hazardous substances in electrical and electronic equipment.

Procedure Description
1D is intended for serial production. This scheme requires the type examination of product samples. Type examination of product samples is carried out by the manufacturer.
2D s intended for a batch delivery. This scheme requires the type examination of product samples. Type examination of product samples is carried out by the manufacturer.
3D is intended for serial production. This scheme requires product samples to be tested by a laboratory accredited by the EAEU.
4D is intended for a batch delivery. This scheme requires product samples to be tested by a laboratory accredited by the EAEU.
6D is intended for serial production. This scheme requires product samples to be tested by a laboratory accredited by the EAEU.

Fire Safety Certificate for cables

Please note that in addition to a GOST R or EAC Certificate all cables also need a fire safety certificate. The fire safety certificate is an official evidence of the conformity of products with the fire safety regulations of the Russian Federation.

A Fire Safety Certificate for cables is issued by one of the accredited certification bodies. These certification bodies are approved by the Russian Federal Office for Civil Protection and Disaster Support. To earn a certificate, all tests have to be performed. On the basis of the test report the Fire Safety Certificate is issued. The following aspects are tested:

  • fire resistance
  • fire spread
  • toxicity of the product during combustion
  • smoke formation

Voluntary certification

Some cables are not subject to a compulsory conformity assessment procedure. They can anyway be certified upon request of the manufacturer. Voluntary certification is of advantage as the customer is hereby informed about the safety of the product. Furthermore a voluntary certification enables to take part in tenders. For fiber optic cables for example, no compulsory certification is intended. In this case, a voluntary certification is recommended.

Authorized representative

Authorized representativeThe manufacturer, which is not based in one of the member states of the Eurasian Economic Union, is not entitled to request the conformity assessment of the cable to comply with the requirements of the relevant technical regulations.

In order to be able to carry out a conformity assessment, the foreign manufacturer must commission an authorized representative in one of the member states of the Eurasian Economic Union. This then represents the foreign manufacturer's interest in working with the certification bodies of the Eurasian Economic Union with regard to the safety and quality of products and compliance with technical regulations.

Period of validity of EAC conformity assessment certificates

The validity period of the EAC certificate or EAC declaration for cables differs depending on the applied technical regulations, the selected scheme, the type of production (serial production, individual delivery, etc.) and equipment and ranges on average from one to 5 years. Those parameters are determined in the respective technical regulation.

Duration and costs for EAC certification

The duration and costs associated with an EAC certificate application for cables depend on several different factors, such as the classification of the product, any required laboratory checks and the complexity of all examinations. As such the exact conditions of the EAC certification are always determined individually based on the required documentation.
