Data on real estate of Estonia are contained in two main systems: Land registration book (Land Register) and Cadastre.
Land registration departments operating at county courts are responsible for maintenance of Land registration book. They are subordinate to court directors and are included in the system of the Ministry of Justice of Estonia.
However, technically the land register is maintained by the Centre of Registers and Information Systems (RIK) of the Ministry of Justice.
If previously extracts from the Register could be obtained in the land registration department, now one must apply either to a notary or to RIK web-site to get them.
The main document provided from the Estonian real estate registers is a certificate from the electronic archive. This document is provided in Estonian or English and contains four parts:
Part 1:
contains the following information about each registered object:

- mergers and divisions
Part 2:
- owner
- data on joint ownership
Part 3:
- encumbrances
- restrictions of property rights
- remarks regarding restrictions

The Register is public. However, for access to it your legitimate interest must be confirmed, and a duty fee must be paid. Property owners, notaries, bailiffs, officials, researchers, employees of courts and supervisory bodies do not need to prove a legitimate interest, access to the register for them is absolutely free.

The Land Cadastre of Estonia is the main state technical register, the purpose of which is to accumulate and store information about land, its marking and status. The Ministry of Environment of Estonia is the responsible cadastre handler, and the Land Department – authorized handler (holder). Information about cadastral units is entered in the cadastre. Information is available via the Land Department portal. The Department works under digitization of documents which are still on paper media. The Cadastre is integrated with the Land Registration Book.
The extract from the land register of Estonia may be obtained in written (via a notary) or electronic form.
Transition to the electronic version of the land register began in Estonia in 2010.
Extracts from the land register of Estonia may be used for:
- confirmation of title to real estate
- receipt of information about the real estate item
- debt collection
- analysis of prices for real estate in different regions of Estonia
- other commercial and analytical purposes
*some data may be unavailable for certain items, or may be provided for a fee.
Receipt of documents in electronic form is carried out for one working day. 2 weeks are required to obtain documents with apostille.
Extracts from the land register shall be provided subject to the laws of Estonia and to the Law on personal data protection.

The requests shall be processed within one business day. Courier delivery of the apostilled extract shall be paid additionally according to the courier tariff rates.
Apostilled extracts from Estonia
Estonia joined the Hague Convention on simplified legalization of documents on December 11, 2000. On September 30, 2001 the Convention came into force.
Thus, documents issued in Estonia are subject to legalization based on the apostilling procedure, after certified translation such documents acquire full legal force on the territory of all other Hague Convention Member States.
As a rule of thumb, apostillation of extracts takes about two weeks.
