Export of radio and high frequency equipment to Russia and the Eurasian Economic Union needs an obligatory conformity assessment in order to guarantee safety and health, protection of privacy and personal data and against fraud.

Radio and high frequency equipment is subject to mandatory licensing. This regulation is a counterpart to the European RED/R&TTE and American FCC. The final document is Minpromtorg License (License issued by the Ministry of Industry and Trade).

Legal Framework

There are several crucial legal documents, which set requirements for radio and high frequency equipment:

• Decision of the executive board of the Eurasian Economic Commission (EEC) Nr. 30 "Measures of non-tariff regulation" of April,21 2015
• Assignment of the Ministry for Communication of the Russian Federation Nr. 118 of March, 23 2016
• Decision Nr. 07-20-03-001 "About allocation of radio frequency bands for small radius action devices" of Mai,7 2007
• Decision Nr. 07-20-03-001 " About allocation of radio frequency bands for small radius action devices" of October, 2 2012

Application area

Examples: walkie-talkie, Router, FM transmitter etc.

Examples: induction furnace, tomograph etc.

According to Appendix 2 of Decision of the executive board of the Eurasian Economic Commission (EEC) Nr. 30 "Measures of non-tariff regulation" of April,21 2015 the following equipment must be licensed:

• high frequency equipment for industrial, scientific, medical or domestic purposes including high frequency generators
• radio equipment for transmitting or receiving voice, image, data and (or) other types of information
• hardware and software systems of technical radio monitoring, receiving equipment, designed to detect radio electronic devices that are a source of electromagnetic radiation

The equipment is not subject to licensing if

• it is not listed in Appendix 2 or
• it is included into “The list of exemptions from licensing” set in Decision Nr. 30 of the EEC

No license is need for:

• microwaves
• high frequency devices using radio frequency bands according to the Supplement
• some types of Radio-electronic equipment for transmitting or receiving voice, image, data and (or) other types of information, built-in or as components of other goods

If radio and high frequency equipment does not need an obligatory licensing, it may still subject to other conformity assessment procedures like technical regulations of the Eurasian Economic Union or notification by the Federal Security Service of the Russian Federation (FSB).

Licensing procedure

The License can be issued only for the equipment included into the Register of radio and high frequency equipment. If the equipment is imported to Russia for the first time the following steps must be done in order to obtain the License:

1. Step: application by Roskomnadzor (Federal Service for Supervision of Communications, Information Technology and Mass Media) for a permission for a temporary import of the samples
2. Step: testing of the equipment by the «General Radio Frequency Centre» Federal State Unitary Enterprise (FSUE «GRFC») and its entry in the Register
3. Step: Roskomnadzor issues an abstract from the Register
4. Step: application for the licensing procedure at the Ministry of Industry and Trade (Rospromtorg)

If the equipment was imported to Russia before and has an entry in the Register the first two steps can be omitted:

1. Step: Roskomnadzor issues an abstract from the Register
2. Step: application for the licensing procedure at Rospromtorg
