Products manufactured or sold in Belarus must meet the requirements of various technical regulations.
There are three systems of technical regulation in the Republic of Belarus:

Reform of the Technical Regulation within the Customs Union and EAEU

EAC Zertifikat, EAC Zertifizierung, EAC Deklarierung, EAC Deklaration

As a consequence of the coordination of national safety standards between Russia, Belarus and Kazakhstan, the previous national Technical Regulations such as Russian GOST and TR certification were gradually phased out and substituted by the new Technical Regulations of the EAEU (TR EAEU) in every industrial sector. In addition to the EAC certification, the EAC declarartion has also been introduced in the Customs Union as a simpler and less expensive form of proof of conformity.

The new system was modelled on the european CE marking and many Technical Regulations are coordinated with EU guidelines. One can say that the Technical Regulations of the Customs Union correspond to the EU guidelines.

National Norms in the Republic of Belarus (GOST, STB)

The list of goods for which mandatory certification according to national standards is required in the Republic of Belarus can be found in the attachement to the
Decree of the Council of Ministers of the Republic of Belarus No. 849 “On some questions of conformity assessment in the National System of Confirmation of Conformity of the Republic of Belarus“ from October 21 2016.

It contains the list of the Products subject to certification:

  • Hunting and sporting weapons
  • High voltage cables
  • Alcoholic Beverages
  • equipment for firefighters
  • electrical home appliances
  • Slot machines
  • Asynchronous (induction) three-phase motors with one speed

Technical Regulations of the Republic of Belarus

In those areas in which there are no uniform technical regulations of the Customs Union / EAEU, Belarus has its own national requirements:

The technical regulation describes the safety requirements of buildings and construction facilities that are built and used in Belarus.

Conformity mark

Conformity mark TR BY Belarus

The requirements for the conformity mark are set out in the decision of the Council of Ministers of the Republic of Belarus N 383 of May 24, 2017.

The conformity mark may only be attached to products that are manufactured in accordance with the technical regulations of the Republic of Belarus and their conformity is confirmed by a declaration or a certificate.

The conformity mark is a combination of the letters "T" and "R" placed in a frame with rounded corners. The frame is interrupted by the "BY" symbol.

The size of the conformity mark is determined by the manufacturer, the person authorized by him, or the importer.

The dimensions of the conformity mark must ensure that it is easy to read with the naked eye.

The conformity mark is attached directly to the product near the information about the manufacturer, usually on its fixed part, and must also be specified in the accompanying operating documents.

Any misleading markings, signs or inscriptions are not stated.

If other conformity marks are applied to the products, they must not impair the visibility and legibility of the conformity mark TR BY.

Authorised Representative Russia and EAEU
If the producer doesn't have a location in Belarus, he does not have the right to apply for a required conformity assessment of his products. In order to still be able to be the subject of a conformity assessment, the foreign producer must give a representative in Belarus power of attorney. They will defend the interests of the foreign producer when working with the certifying bodies with regard to safety and quality of products and in accordance with technical regulations.

According to current law and in accordance with technical regulations, only an entrepreneur based in Belarus may be named as an authorized representative.

Certification duration and costs

The duration and costs of certification depend on various factors, such as the type of goods, the need for laboratory tests and the complexity of general tests. The exact conditions of the certification are always determined individually on the basis of the required documents.

Applying for a certificate can take from a few days to weeks.

Delivery of the documents

If you order an EAC certificate, you will receive a copy of it via email immediately upon our successful completion of the EAC certification process. The original will be mailed to you a few days later.
