The conformity assessment of fire safety in the Eurasion Union is the result of a mandatory process of state supervision of products. Thanks to this procedure the conformity with fire regulations can be proved.
The purpose of the expertise is to confirm the quality of the examined product and protect the rights, lives and safety of the citizens.

Previously, each country defined its own minimum requirements for fire safety. Since January 1, 2020, the technical regulation TR EAEU 043/2017 On requirements for fire protection equipment and fire extinguishing systemsy has been in effect for all member states of the Eurasian Economic Union. This regulation establishes uniform rules regarding safety requirements for firefighting equipment, personal fire protection, and firefighting gear.

Scope of Application of TR EAEU 043/2017

The technical regulation TR EAEU 043/2017 applies to firefighting equipment and fire protection systems. This includes firefighting tools and devices, fire extinguishers, foam generators and extinguishing agents, as well as personal protective equipment for firefighters, etc.
The exact list of these products, along with their corresponding HS codes (customs tariff numbers), is specified in Decision No. 170 of the EAEU Commission dated 08.10.2019, for example:

I. Fire extinguishing agents (powder, foam)
II. Fire protection agents
III. Fittings for cables and electrical equipment
IV. Fire extinguishers
V. Autonomous firefighting devices
VI. Fire cabinets, hydrants
VII. Mobile firefighting equipment
VIII. Technical means as part of fire protection system automation (fire alarm systems, transmission systems, warning systems, and evacuation control in case of fire)
IX. Technical means as part of automatic fire extinguishing systems (including autonomous systems, robotic systems, modular systems)
X. Robotic fire extinguishing systems
XI. Personal protective equipment: respiratory and visual protection
XII. Firefighters’ protective clothing
XIII. Personal protective equipment for firefighters’ hands, feet, and heads
XIV. Rescue equipment for high-altitude operations
XV. Hand tools for specific operations in the event of a fire
XVI. Additional equipment for firefighters
XVII. Firefighting equipment
XVIII. Fire barriers
XIX. Technical means as part of smoke extraction systems

Conformity Assessment Procedures

Conformity with the requirements of TR EAEU 043/2017 is confirmed through EAC Certification (procedures 1c, 3c, 4c) or EAC Declaration (procedures 3d, 4d, 6d).

Process of the EAC Certification and EAC Declaration

  1. Identification of the product
  2. Manufacturing audit for the certification scheme 1c
  3. Sampling during the audit
  4. Testing in the laboratory
  5. Analysis of the test results
  6. Drawing up of the EAC Certificate or eventually refusal
  7. In case of refusal: suggestion for improvements
  8. Registration of the Certificate or Declaration

EAC Marking

Certification of lights and lighting devices

Products that have been confirmed to comply with the above-mentioned technical regulations may be labeled with the EAC mark of the Eurasian Economic Union. Placing products on the market without proper marking can result in fines or confiscation.

Requirements for the EAC Conformity Mark

  • Easily legible to the naked eye
  • Minimum size of 5 mm
  • Monochrome or with strong contrast to the background
  • Clearly readable throughout the product’s lifespan
  • Validity Period of the EAC Certificate

    The EAC certificate for serially manufactured products is valid for 5 years.
    For single-series production, no fixed validity period is established.

    Fire-safety certifiacte in Russia: Legal framework

    The basis for the fire safety certificate or rather the declaration is provided by the legislation of the Russian Federation:

    • technical regulation of fire safety no. 123-FZ of July 22, 2008
    • decision no. 241 of March 17, 2009
    • TR CU 043/2017 “On requirements for fire retardants and fire extinguishing systems” (valid since january 1st, 2020)
    In the territory of Russia, Federal Law No. 123 of July 22, 2008 applies. This is a national technical regulation that established requirements for all products up until 2020. Within the framework of the Eurasian Economic Union (EAEU), however, the Technical Regulation TR EAEU 043/2017 applies. Its requirements are binding for all EAEU member states. Legally, TR EAEU 043/2017 takes precedence over Federal Law No. 123. However, there is no legal conflict, as both regulations cover different scopes of products.
    Within the scope of regulation under Federal Law No. 123 (Technical Regulation on Fire Safety), products for general use (i.e., with general-purpose applications) remain covered. The list of these products was approved by Order No. 3646-r of the Government of the Russian Federation dated December 29, 2020.

    This includes:

    • All construction, cladding, and surface materials
    • Thermal and sound insulation materials
    • Floor coverings
    • Roofing and waterproofing materials
    • Cable products installed inside buildings and structures that do not fall under the Technical Regulation TR CU 004/2011 ("On the safety of low-voltage equipment")

    The fire safety conformity assessment can be issued in the following two forms:

    Fire safety declaration

    Both the fire safety declaration and the fire safety certificate ensure the quality and safety of the manufactured products. Without any certification the export of products to Russia is impossible.

    The difference between a fire safety declaration and a fire safety certificate for Russia

    A fire safety certificate is required for highly dangerous products. For the certification mandatory sample tests have to be conducted. During the laboratory test the commodities are examined for various criteria according to specified requirements. The degree of conformity with fire safety requirements as well as further characteristics are registered in the test report. Depending on the type of commodity different test methods shall be selected. An accredited certification body is responsible for the execution and the correctness of the results of the test procedures.

    For the fire safety declaration the physical properties are specified by the manufacturer. An accredited certification body in Russia confirms these indications or refuses them. In this case the applicant himself is responsible for the correctness of the specifications and the supervision of the product safety. In addition, a declaration is not drawn up on any official form but it is printed in DIN A4 format and certified by an accredited third party body.

    If the products are not listed in the above named regulation, a request for an exemption letter can be made or a voluntary conformity assessment can be carried out.

    Required documentation for fire safety certification

    For the application for a fire safety certificate or declaration, following documentations have to be presented to an accredited certification body:

    • application for certification or declaration
    • informations about the manufacturer and its address
    • detailed product description and product specification
    • technical documentation, such as instruction manual, technical passport, technical drawings ecc.
    • HS Codes
    • available certificates: ISO, DIN, CE, CB

    Depending on the type of commodity that has to be certified, additional documentations may be required.

    3c product sample test by an accredited body with additional inspection control (only valid for products which has been certified in Russia and whose certification is expired)
    4c product sample test by an accredited certification body and manufacturing audit with additional inspection control
    5c test of product sample and qm-system by an accredited body with additional inspection control
    6c sample test of one-time supply by an accredited body one-time supply
    7c examination of single product by an accredited body (valid only for the certification of single products) the scheme is applied, if it is not possible to test product samples
    2d fire safety declaration product sample test by the manufacturer and the accredited body serial production fire extinguishing compositions, fire-fighting equipment and devices, materials which are not used for track refinement, textile and leather material (to sew curtains, beddings, padded furniture), carpets, specific protective clothing, smoke protection channels; excluded: fire extinguishing compositions one the basis of nitrogen, argon, carbon dioxide with content of basic substances in the listed gases of more than 95%; fire extinguisher, fire barrel, foam generator, foam mixing systems
    3d test of product sample and qm-system by the manufacturer or the accredited certification body
    1d product sample test by the manufacturer substances and materials. Excluded: construction materials, surface material for trains and the underground, fire-extinguishing agents
    5d product sample test by the manufacturer and sample test of one-time supply by an accredited body one-time supply

    Testing of product samples

    Testing of product samples is a mandatory step for both certification and declaration procedures. In particular, for schemes 3d, 4d, and 5d, product samples must be tested in a laboratory.
    A representative sample of the product is tested for compliance with the technical regulations of the Eurasian Economic Union, and assessed for its suitability in the intended application area.

    Tests may be carried out on typical samples that contain the relevant product characteristics.

    Only accredited testing laboratories are authorized to perform such testing. An accredited laboratory means that it:

    • Holds appropriate accreditation from the Federal Accreditation Service (e.g., Rosakkreditatsiya)
    • Is listed in the Unified Register of Testing Laboratories (Centers) of the Eurasian Union

    If the EAC declaration is carried out under scheme 1d or 2d, testing of product samples can be performed in the manufacturer’s in-house production laboratory. However, the relevant technical regulations must still be taken into account.

    Samples for the Testing Procedure

    There are specific rules on how to send samples for testing.     Test report

    The results of the tests are recorded in the test report.

    A test report is an official document issued by testing laboratories after certification testing, confirming that the product complies with the specified technical standards.

    Based on the expert opinion, which is prepared together with the test report, a certificate of conformity or a declaration is issued.

    The test report must include the following:

  1. Basis for the testing
  2. Information about the manufacturer
  3. Description of the sample
  4. Testing methods
  5. Date
  6. Test results

Authorized representative

authorized representativeThe manufacturer, which is not established in one of the Member States of the Eurasian Economic Union, is not entitled to apply for any assessment of conformity of fire protection equipment with the specified technical regulations.

In order to get the conformity certificate, the foreign manufacturer must appoint an authorized representative in one of the member states of the Eurasian Economic Union. He represents the interests in the certifying bodies of the Eurasian Economic Union regarding the safety and quality of products and compliance with technical regulations.

In accordance with applicable law and in accordance with the technical regulations of the Eurasian Economic Union, only an entrepreneur residing in the territory of the Customs Union may be designated as an authorized representative.

Period of validity of conformity assessment of fire safety

The validity period of the conformity assessment of fire safety differs depending on the applied technical regulations, the selected scheme, the type of production (serial production, individual delivery, etc.) and equipment and ranges on average from one to 5 years. Those parameters are determined in the respective technical regulation.

Duration and costs for EAC certification

The duration and costs associated with an conformity assessment of fire safety application depend on several different factors, such as the classification of the product, any required laboratory checks and the complexity of all examinations. As such the exact conditions of the EAC certification are always determined individually based on the required documentation.
Please note that an application for an EAC certificate can take several weeks to process.
